Thank you immensely for your solution. In my case, it is the bare bones solution and I appreciate it.
Beginner that I am, I must make immense assumptions. See if I have it right:

Create a text file using mousepad named .config/wf-panel-pi.ini

In Terminal(????) type:

mousepad .config/wf-panel-pi.ini
The contents of that file is

# automatically hide when pointer isn't over the panelautohide = true# time in milliseconds to wait before hidingautohide_duration = 500# layer can be top, bottom, overlay or backgroundlayer = top
Save the file .... in which folder????

reboot machine.

Do I have it right? Just right .... no more, no less? No permissions needed.? Just need to confirm where to save it. I have never done anything like this before.

Tried my best to understand exactly what to do. My apology if I am mistaken.
