though I'm not sure *why* BT can't use the mini one
the baud rate of the mini-uart is tied to the VPU clock frequency
for power saving reasons, the VPU will underclock itself when idle, but that then messes with the mini-uart baud rate

enabling both the gpio14/15 uart and bt uart means you need both the mini and PL011, so the VPU turns its power savings off
i'm not sure why it stays with the PL011 on bt by default, maybe the deeper fifo?

but on the pi4, you have several extra PL011's that can go to different pins, and leave the first PL011 on bt
