That's usually a sign that the cards are broken somehow. It's very easy to physically crack µSD cards. A clue is that the cards get warm (or indeed, hot: sometimes with smoke) and sometimes a faint line is visible across the casing.The SD card Association formatter says cards are Read Only & won't format.
The SD Association formatter is as far as you need go with formatting tools. If it reports read only, your card is broken.
