If you get no voltage on the 5v or 3.3v in fhe respective header pins then I'd say it is dead.

There might be a chance the TVS diode can be the issue and removing it would allow the pi to work, and if it does then just replacing it with a new diode would be the fix.

I don't have a pi 5, so I can't show you a picture of where that diode is on the board. Maybe someone else who has a 5 board can help you with that
