Not quite (for a few years) - Windows RT (a version of Windows 8) dates back to 2012 / Windows 10 for ARM came in 2017 and 11 about 2021 (IIRC) but only on Qualcomm chipsets - these are detailed at https://learn.microsoft.com/en-us/windo ... s-overview under "Additional resources". No other Arm chips are supported at time of posting this....
The Pi and your smartphone use ARM processors. Windows is compiled for AMD/Intel, not ARM.
