Use case for 16 GB. File server. You replace the 2 TB SSD with 4 TB. Now you need a file cache larger than 12 GB. (Based on the file mix in my file server.)

Game developers want lots of memory and to keep their new game secret. So do Russian hackers and 98.5% of corporations.
The Pi is not using the smallest nm chips which means the current chips could hold double the capacity when they move to better lithography. In three years there will be several new generation chip factories open which allows lower cost products move up to the newly vacated previous best factories. 3 years? 16 GB at the same cost.
And the Pi OS is Debian based which means any code can already move to anything including the new generation of RISC-5 chips.
I would not worry about that target for anything more than 2 years.
