I'm thinking a pico will be more rugged (you might have trouble with vibration and the rpi sdcard). And, easier to make a pico watertight so, should the need arise, you could strap it to the suspension. Lots of them at once because they're cheap!
If you're only going to use python then (iirc) "thonny" on a laptop etc will suffice. Should you want to write C/C++ for the pico then you're best off with linux. A 4Gb rpi4 with standard OS is fine (or a linux PC). If finances aren't an issue, an 8Gb rpi5 for development. You'll also need a "picoprobe" for sanity during development. Search in the pico forum further down this site. Python will be far easier though!
