You are aware that you can view the git commit history on those repos?
As an engineer in the computer industry, and a daily user of git and GitHub, I am aware of it.
A forum post has near zero context. You could have been Linus Torvalds based on the information available.
Are you aware that it is standard practice among such projects to post a ChangeLog, and also add release notes to the Releases page?
Whilst useful for closed source projects, when open source there is minimal gain. 99% of any change log would be the changes from upstream kernel, so why duplicate it.
If there is specific information that you view would be useful, then processes could be reviewed to add it.
