I had some real confusion over this as well (no big story when I tell it)
The best I can remember is that the LED was always in a constant on state if the power button was latched on. And started flashing the moment you passed (unlatched) and released it for a few seconds while the shutdown wait time progressed. Then after a few seconds the cpu fan would stop (no vid output) apparent halted state. Which makes me believe the pi is not essentially "off" just hung in a safe state to unplug.
Whe. I upgraded to a new SD card and flashed with the new os (64 bit) I re-downloaded the safeshutdown script.
I think I can do so digital archeology with the previous sd card. And compare the scripts... there may be something different.
Before this trouble came to light, I noticed unlatching the power button would "reboot" the pi only to shutdown in the middle of the rainbow splash screen. This is not expected behavior.
So I am suspecting the script has some changes from what I was using before.
Fortunately I still have that sd card.
