You can buy a replacement DA9090 from PiHut in the UK, not sure about the DA9091 (and they are not compatible). Note that these are EXTREMELY difficult to replace even with specialised equipment.
You can kill the PMICs with out-of-range input voltages, but it needs to be over at least 6.5v, but it can be very transitory - we found a PoE adapter spiked 9v for a nano second, and that was a PMIC killer, unsurprising given 9v is almost double the specification. This was on Pi 4, I don't think the Pi 5 is as susceptible but you can still kill them with out of range voltages.
