Yup; the processor starts in the architecture based on the OTP settings (except for a soft reset where the register is used)
If the bootrom finds a bootable binary for the other architecture first, and architecture switching is not disabled, then the bootrom will set the register to select the other architecture on both cores and perform a reset (repeating the boot path, but this time able to enter the binary)
