Beginners • Low voltage warning but not measurable low

I am running Octoprint OS on a 3B. I keep getting low voltage warning.
First USB power supply got the warning so I replaced it and assumed it was just worse than it said.
Tried second power supply. Same thing.
Having had enough of this I have now chopped up a micro USB cable and put it into a proper power supply. There’s only 3-4 cm of wire. I still get the warning. Have measured it’s output with a normal volt meter 5.29-5.3V.
With the first power supply I also tried putting in a power brick I know produces charge whilst it charges in the hope it acts a bit like a UPS.

The only thing I can think of is to try the big metal power supply in combination with the power brick. Is there anything else that could be triggering the warning? Does anyone have a suggestion as to what else to try? The first adapter has a USB-C. I don’t have any USB-C to micro USB cables but I do have an adapter for USB-A. I could go back to the first adapter and go USB-C:adapter:USB-A:cable:micro-USB.

Maybe it is transient low voltages that are too fine to see with a voltmeter in both adapters and the big PSU. Do I need to use an oscilloscope? The warning on octoprint is ongoing by the way. It would be different if there was a temporary voltage drop during boot which I missed with my voltmeter.
