No, I used a USB power meter and it indicates that just over 5V is output on both the small and large TV. The large TV causes the device to stop after loading the desktop but before it can start Chromium and the second taskbar appears. Lights are solid red and green. Any other ideas? How are you powering the Pi? If you are using a usb socket from the TV, then that is unlikely to work (typically USB2 only support 500mA).
Volts and amps aren't the same thing. The TV can supply 5v but maybe only 500mA. Or it could supply more A at the same voltage. An idle 4B needs 600mA with nothing else connected to it. The harder it's working and the more you have connected the more current (Amps) it needs.
