/run/user/1000, echo $XDG_RUNTIME_DIR doesn't exist until the user has logged in to the desktop.
.bashrc runs before that happens. it also runs every time you open a terminail and every time you login regardless of method (serial, ssh, locally attached keyboard, etc.) so it's almost certainly the wrong method.
