If the user can't see red, then have the green/act led do the rythymic blinking, and when the power is out, it stops blinking.

Now if the person can't see red and also can't see green (if that's a thing), then there's no way around that.

That's not how colour blindness works. It's not that red or green cannot be seen it's that you cannot tell them apart.
The sad part is that I knew that from having worked with a color blind person before, but it completely did not cross my mind at all as I was thinking about how to make the led blink one way or another.

Though it should still work. As long as at least on od those LEDs keep on blinking the chosen pattern, the board has not received a shutdown. Once the pattern of no longer present, then the board has stopped.
