Download the .deb packages from https://archive.raspberrypi.com/debian/pool/main/
they may or may not install on an amd64 system. If not you can extract them and then copy the files to the proper directory.
For instances I downloaded the rpd-wallpaper .deb, extracted it by right clicking and choosing extract. Then I did the same on the data directory it had. That gave me the various rpios wallpapers.
So yes it takes a bit of work but it can be done. Not as simple as "sudo apt install" but it doesn't take much longer.
