Well, I did post the relevant RFC for DHCP, the Request For Comments docs are where the standards are formed for networking protocols. Yes, the first thing that happens is the client host sends a broadcast (all nodes in subnet) DHCPDISCOVER to try to locate a DHCP server *somewhere* , and again, need better logging? Run a better DHCP server on a PC (or Raspberry Pi) and watch what goes on with the real-time logs.
