What is the exact Model? On an original Pi 3B (no Plus) the red LED only goes off if the 5V rail drops below about 4.65V. If it stays off, that means the power supply has failed, or the polyfuse has opened.The red light also goes off and stays off.
On a 3B+ I think the red LED can be controlled by software. Does it go off on shutdown in the OS you are using?
