Altering TV settings isn't a great solution if there isn't a menu option, or there's only one option and you then need to alter it every time the TV is used for something else.
I run my 24/7 Pi under my TV mostly as if headless. The TV is used as an actual and typical family TV. I don't want to be faffing about just to use the Bookworm Desktop when I need to, and my TV doesn't appear to have an overscan option anyway.
Having the Pi output with overscan is the proper solution, works pre-Bookworm, not yet with Bookworm, and no ETA for when it will be supported, no indication of what priority Raspberry Pi consider it to be.
