The biggest problem is that you can't use USB in the bootrom (because there's no way to tell the bootrom about your different speed clock), so you can't load initial software via Picotool or USB MSC.
If you are willing to load the initial software via a debug probe or similar, you can then configure the PLLs to suit your crystal and then use USB in the application, just not for the initial load.
