Not quite. At least not on USB 2.

IIRC, a maximum of 127 devices including hubs per root port and no more than four hubs in a chain. Also IIRC, not all USB controllers can support that many devices and/or endpoints.

Then you have issues like the onboard USB2 hub in the 4B and many seven and ten port hubs actually being several four ports hubs in a daisy chain.
