If you are running the latest version of Raspberry Pi OS (Bookworm) then the method of customising the install to configure things like Wi-Fi settings has changed.
A 'wpa_supplicant.conf' file in the 'bootfs' volume will be ignored.
The new method is to use the Raspberry Pi Imager application to customise the image with things like Username, Password, Hostname and Wi-Fi settings:
