Reply to my own post. The first step was to use a more recent Pico and the latest version of the firmware. These changes made no difference. In its development mode, the Pico is heavily loaded, collecting data at one second intervals, running a small web server and doing some data processing. A small test routine was setup on a Pico which did nothing but call wlan.status('rssi') at one minute intervals and save the results to a file. This appears to run reliably and I have collected a few small datasets.
