Yes, according to those that have checked the MicroPython source (as of May 2024), light and deep do exactly the same thing, but deep executes a mp_machine_reset() afterwards whereas light just resumes where it left off.

I notice your project doesn't use WiFi; was it built for a non-W Pico? As I mentioned above, this only relates to the Pico W.
