OP doesn't specify though if only that video is needed at runtime, what end users are allowed to do on such device?
e.g
- load and start the video on boot, until it's closed?
- only allow to run that video? (single-app)

Have a look at "kiosk mode" (https://www.raspberrypi.com/tutorials/h ... iosk-mode/), "digital signage" (as mentioned).
Main purpose of such "kiosk mode" is to run a single GUI without the need to run a full desktop environment.
Also have a look at the various pi based digital signage packages, e.g. screenly (Anthias), PiSignage, Yodeck etc.

Depending on which supports you need (X11 vs Wayland), there may be different solutions.

If you do happen to have time / resources for that project, consider writing a small client app to load that video in auto-loop, thus removing the need to use any media players - which is quite an overhead to only run 1 video IMO.
