An update to rpicam-apps has been published a few days ago. This update should hopefully fix the libav streaming problems (where you needed to specify some additional parameters on the command line to get it to work correctly, but with this update that's no longer needed). Can you try your command again with the update and let us know if it still does not work? You can get the update through apt.
