i think that was just confirmed....I think there might be an issue with PHP that I have noticed, that when I ban someone (actually ban hammer- which deletes the account and all their posts etc), I cannot bring up any other page from the forum until the ban process has been completed (can be 10s). I wonder if it locks the database during that it. It's possible the amount of ban hammering going on has increased - more spam - which means those periods when the forum doesn't respond are getting more frequent. Just anecdotal though.
i reported some spam in off-topic about tax junk, and a few minutes later, 503
after spamming f5 a bit, it came back
i ran to off-topic, and the spam was gone!
