I had the same issue with the USB3 ports on my Pi 5 too, when I received it.
Initially, none of my USB devices would go further than a millimeter or two before stopping.
The USB2 ports were fine.
I had to gently push outward on the metal "grippers" (I don't know what the proper name is) on both sides of both USB3 ports with a small screwdriver until I could push-in a USB device.
Don't push them too far out though, or the plugged-in device will fall out easily.
