I've gotten it to a state I can use.
In the config file I commented out dtoverlay=vc4-kms-v3d.
I had done this before, without success. By chance I saw a screenshot of someone else's config. I previously was using // to comment, like I do with arduino, instead of /*

It still won't boot directly to the desktop, which will be fine in its final use scenario. Startx from the command line works now though.
Unless I am somehow an outlier, this can't be the intended default behavior, right?
