.... it turns out that I didn't need to do this on the Raspberry-pi side. There is an option in the PCIe spec to skip rx-detection if the other end starts transmitting data & and it appears that the r-pi PCIe implementation does this.
So I just forced the other end of the link up & and the r-pi PCIe comes up, with the optical transceiver connected directly to the r-pi without the exact PCIe common-mode termination.
